From the outside looking in, it certainly seems like celebrities have it made. Between typically being rich and having people bend over backward to please them, celebrities do have it easy in many ways. However, there is no doubt that being hounded wherever you go by the media, paparazzi, and fans would be a lot for anyone to deal with.
Since fans have become more aware of those kinds of pressures, many are understanding when celebrities ask to have their own space in public. A perfect example of that is when John Cena was celebrated when he respectfully asked to be left alone when a fan interrupted his meal.
However, things would have been different if Cena invited that fan to come talk to him before the interruption. Worse yet, what if Cena charged fans a lot of money to come attend that meal and then refused to interact with them? Surely, the response to that would have been different.

Never want to disappoint but I feel I would rather give you guys the show and my albums as promised. Can't tell you how sorry I am, and wish it wasn't so hard on me.. And I want to stay in the healthy mindset I'm in to give you the best show you have ever seen ;)"
In the music world, there are a lot of artists who don't do meet-and-greet events for the same reasons Bieber cited. As a result, his desire to no longer take part in those events going forward is understandable.
That said, there were two parts of this situation that left fans devastated and angry. The first of those was that many of Bieber's fans who'd already paid to attend meet-and-greet events had the rug pulled out from under them.
Devoted fans were looking forward to meeting the singer and had every reason to think they would since they paid to. To suddenly be told the event they'd been looking forward to wasn't going to happen would be a huge disappointment.

As a Marie Claire article revealed, Bieber's fans had paid as much as $2000 to meet the artist. In order to get that money back, those fans had to refund their entire ticket, which meant they wouldn't get to attend the concert at all.
That meant that many of Bieber's most dedicated fans were left with two outrageous choices. Option one, get to see Bieber perform but go without the rest of the experience they paid thousands for. Option two, get their money back and miss out on seeing his concert at all.

If that wasn't bad enough, it was claimed that fans were left waiting three hours since Bieber showed up late. The Irish Mirror also reported that one fan got ushered away from Bieber so quickly they didn't believe it was actually the pop star they briefly stood beside.
